Passenger rail has to be safe and reliable, because if a railroad isn't reliable, it will be safe, only because nobody is riding on it anymore.

Why would you expand a program until you had the systems in place to adequately see if I am doing it in a timely fashion and I am doing quality work?

It has really been a pleasure and an honor serving on this Committee, and in a very fractious time in the Nation's political life, it has really been gratifying to see the good work that we have been able to do together.
