It is to restrict funds to those cities which have decided to restrict their police or other agencies from sharing information with the Bureau of Immigration and Customs. That is accurate and that is the first time it was described accurately by anybody on the other side. That is exactly what I want to do. Because, Mr. Chairman, there are in fact cities that are violating that law. We passed it in 1996. There has got to be some way for us to impose some sort of sanction or repeal the law with or if it is on the books, let us have in some teeth in that.
