Executive Order 13-166 is essentially another attempt to construct an even higher level of the Tower of Babel. Not only is that executive order an unfunded mandate, it is incredibly wrong-headed. To encourage non-English speakers to stay outside the mainstream of America and thereby indirectly condemn them to a life of impoverishment is essentially despicable. As the population of non-English speakers increases, so too will the pressure to divide this Nation along language lines. It will also contribute to the increased balkanization of the Nation. We do none of these folks a favor by encouraging their exclusion from the majority society. Mr. Chairman, I urge support of the Istook amendment.
