We are talking about fairness. We just had an amendment that was presented by my colleague from Colorado that talked about fairness, and I think Chairman Bishop spoke very eloquently in regards to allowing that process to be able to work through the private sector. Yet, when we are talking about forest health, Mr. Chairman, wouldn't it be an appropriate thing to make sure that we have a level playing field when it comes to liability? If we want to be able to get in and actually protect those forests, to be able to protect those watersheds, to be able to protect endangered species and the other wildlife in the forests, let's make sure that we have a process to be able to do that so that that liability is not going to become a liability to something that I believe we all share as common ground, and that is the health of our forests.
