Operation Deny Flight'' was put in by NATO in October 1992. The idea was, it was the only thing that NATO could really agree on vis-a-vis the former area of Yugoslavia. That was that the war on the ground had been so terrible that the one thing we would do is make sure it did not explode into the air, to only magnify the terror on the ground. I am very pleased today to see that it appears that NATO finally, after 44 years, has acted together in saying, ``We meant what we said in October of 1992, and we will enforce what we said in February of 1994.'' It is tragic that the planes did not leave NATO when they were given the warning to either land or they would be shot down, but they appeared to be on a bombing mission, they appeared to be testing NATO's will, and I must say how pleased I am that NATO found its spine and stayed there and showed its will. Let us hope that this means that the peace process will now only accelerate in Bosnia as the Western World is finally coming together and finally sticking together.
