I wanted to ask the distinguished gentleman from New York why the Democrats were not allowed a motion to recommit in this bill so that we could offer a full and clean resolution to open up the Government rather than this muddled one. I do not remember that happening in ages, and I am really surprised the gentleman from New York denied us that opportunity.
