I must say, I like the gentleman from California, but I am rising to say please vote ``no'' on this bill. I really do not understand this. The favorite thing I have on my schedule today says that between 10 and 4 today I can go to either room 2340 or 2117, in each room there is one copy of this conference report, where I may go read it at that point. Mr. Speaker, I do not even know what it is we are really dealing with. I do not know where this is, why we could not see it ahead of time, what is going on. I must say, this is not the process that I was proud of in this House. I am very sorry to see that happen. Let me go to some of the very substantive issues. Let me move off this process. In this summer, this summer the Pentagon lost $14.5 billion. It could not find it from last year. So what do we do? For the first time in my 23 years, we reward them by giving them even more money than they asked for this time.
