I do not like doing an across-the-board cut either, but I agree also that when we are squeezing out of everybody the very last, last drop of blood in other programs because of this debt that is looming over our head that we are all watching, I think it looks unconscionable to add more money to all of these things without coming up with a threat analysis that really drives it, and I think it is also very difficult to explain to the people why spending more money than all the rest of the world is spending on defense is still not enough. Mr. Chairman, we have got to add more, and so I really hope that this body thinks about this.
