The ranking member asked what the purpose is, and I would be glad to answer that. We have over $19 trillion of debt. We are running up huge annual deficits in this country. We do not have a major war going on right now, and we do not have a recession going on right now, but we continue to overspend. This is an area where I contend that the private sector has got to do a lot more than it is doing if we are going to try to balance our budget some day. That may seem like folly to some, but I think the impact of going off the fiscal cliff is far greater than the impact of cutting funds for research in this area.
