it seems very clear to me, we have been trying to put the solution in the hands of the bureaucrats instead of letting the solutions rest with the well-informed electorate. When the electorate understands who is trying to give an inordinate amount of money to political candidates, they always respond. They respond negatively to anyone who gives the appearance even of allowing themselves to accept an inordinate amount of money.
