Bill Clinton needs to accept victory. He won the election. He is now President of the United States. He can stop campaigning. He no longer needs to open his speeches with a phrase criticizing the 12 years of Reagan-Bush. He did again the other night in his State of the Union Address. On the one hand, he slaps those of us on this side in the face, and on the other hand, he puts his arms around us and says, ``We need bipartisan support and cooperation.'' It does not work that way. What he needs to learn is that the Republicans who think those 12 years were pretty good years are going to be pretty reluctant to cooperate with him if he keeps it up. Mr. Speaker, it raises the question: Is he more interested in playing politics, or is he interested in leading the Nation? So far we have seen Clinton, the politician. This Nation needs to see Clinton, the leader.
