as the Congress works its way through the appropriations process, the American people should ask themselves: Are we getting our money's worth? We worked on a foreign operations spending bill last month, and soon we will be working on the other appropriation bills. But, in none of these bills will we make the sweeping changes desired by the American taxpayer. We continue to spend the people's money, seemingly unaware of the change of perceptions in the country and the change of reality in the world. In corporate America, companies are downsizing, becoming more efficient, and increasing productivity. In the Federal Government, we cut around the edges, if we cut at all. We make a big deal about small changes, and we spend the money we said we saved. Is this the reform we promised the American people in the election of 1992? Are the American people getting their money's worth? What do you think?
