As Members of Congress, we know it is truly a privilege to serve because of the people we serve. Today, I want to acknowledge two very special constituents of mine who are retiring this year. Josie and Rollie Heath are beloved members of…

I thank the gentleman for yielding me the customary time, but I have to say that I think that this somewhat breaks with the custom of this body not to delay floor proceedings during the reorganization of the Democratic Caucus. I know that…
There is a lot of bipartisan support for the 21st Century Cures Act. I commend Chairman Upton, Ranking Member Pallone, Ranking Member DeGette, Ranking Member Gene Green, and so many others who worked hard on this legislation that will save…
I just want to note that this rule contains two completely different bills. The first is the 21st Century Cures Act, which would help address many of the health crises that we face. The other bill is H.R. 6392, the Systemic Risk…
Again, I do want to point out, in breaking with custom, there were many other Democrats who wanted to discuss this bill; but, as we speak, the Democratic Caucus is having elections for the vice chair position. While we were on the floor…
Here we are again, Mr. Speaker, discussing a bill that, whatever its merits and noble intentions are, of course, of trying to hold harmless the victims of organizations that go out of business, will meet a veto. The Statement of…
Again, rather than have this Republican bailout bill that increases the deficit, we could be discussing making it harder for terrorists to buy explosives and assemble arsenals. Okay? That is the choice we have in this vote. It is a choice…

ESEA is a civil rights law first and foremost; it was created with the idea that all students regardless of where they come from, their race or ethnicity, deserve a fair shot.
It is rare, not unheard of, for school districts to have to purchase this equipment themselves these days.
The fact that this bill attempts to steal over 100,000 acres of land, I find is offensive to the concept of tribal sovereignty, as well as the integrity of our Nation's agreement with our Indian Nations.
I thank the gentleman for yielding me the customary 30 minutes. Mr. Speaker, I rise in opposition to the rule for consideration of H.R. 3590, and to the bill. They say you can't have your cake and eat it too, but that is exactly what…
In those 2 months, why wasn't there a time for this to go through the committee process and regular order?
I am hopeful that we can move forward. I am not asking for a markup. I am just asking for a hearing.
I find it unacceptable that the bill includes language ranging from a public land giveaway, to a failure to protect the Bears Ears region, to shedding environmental protections, and the fact that this legislation steals land from the Ute…
