It is time for Congress to analyze the effectiveness of the train horn rule and work with FRA to improve the ability of our communities all across the country to continue investing in railway crossing safety. A more flexible rule could enable these communities to craft solutions reducing noise, promoting long-term economic growth, and, at the same time, ensuring the safety of residents. With that, Mr. Chairman, I ask for an ``aye'' vote on this amendment, and I reserve the balance of my time.
