I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of subtitle B of title XXVIII, add the following new section: SEC. 28__. SENSE OF CONGRESS ON NATIONAL SECURITY AND PUBLIC LANDS. It is the sense of Congress that-- (1) national defense should be the top priority for all aspects of the Federal Government; and (2) national security functions, such as military training and exercises, should be the top priority, particularly with regard to the use of land owned by the United States. The CHAIR. Pursuant to House Resolution 585, the gentleman from Colorado (Mr. Lamborn) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Colorado.
