I would just like to say to my colleague from California that at least the sage-grouse amendments in the past had something to do with national defense. These were next to military areas that impacted readiness. This amendment has nothing to do with national defense. Mr. Speaker, may I inquire how much time I have remaining. The SPEAKER pro tempore. We are going to send it over to the Senate, and hopefully they can repeal this rule.
It will be a loss for our recreation community because then the Fish and Wildlife Service is obligated to authorize the take of desert tortoises.
This rule, which the BLM finalized just 4 days ago, undermines the agency's statutory multiple-use mandate and limits access to Utah's public lands for energy and mineral development, grazing, forest management, and recreation.
