I thank the gentleman from Rhode Island for his strong support of our national defense and especially for his leadership as ranking member of the Emerging Threats and Capabilities Subcommittee where we serve together. I also thank the gentleman for his engaged and well-informed chairmanship with me of the Directed Energy Caucus. Mr. Chairman, I rise in strong support of this amendment because a rail gun is a game-changing, third-offset technology that has many applications across warfare domains and very high potential for a significant leap in capability. It should also save money in the long term as guided hypervelocity projectiles, as has been mentioned, only cost around $30,000 apiece. Without this critical funding, this program will be hard-pressed to make progress and keep moving forward. This next-generation technology will be delayed, and warfighters will lack long-range precision fires against multiple threats. Finally, funding is offset from an account that was originally intended for the exact same purpose. I urge my colleagues to support the amendment.
