To summarize, these are legitimate questions that the ranking member has raised. I appreciate his comments, and there are valid issues in that it is not a clean or perfect situation. But the trouble is a billion dollars is a lot of money to our defense contractors, and to not try to address it would do a really big disservice to them. So I think it is worth tackling the difficulty that might be entailed in getting the paperwork done properly because the goal is worth doing. A billion dollars is a lot of money. Some of these companies might be big contractors; some of them might be small contractors. So I would urge the adoption of this amendment, and Mr. Chairman, I yield back the balance of my time.
