Then I would like to yield 1 minute to the gentleman from California (Mr. McClintock). Mr. McCLINTOCK. I thank the gentleman for yielding. Mr. Chairman, when I was listening to the gentlelady from California and her colleagues, I was reminded of Mark Twain's warning that we should be careful to get out of an experience only the wisdom that is there and then stop, lest we be like the cat that sits on a hot stove lid. That cat will not sit on a hot stove lid again--and this is good-- but, also, it will not sit on a cold stove lid again. The cost of the irrational reaction by this administration to what was, in essence, a mechanical failure of a blowout preventer is horrific, as measured in unemployed families, higher energy prices, lost business to shops throughout the region, and lost royalties to the Nation's Treasury. It is said that the economic damage done by this administration in response to the oil spill could be far greater than that done by the oil spill itself, and I believe it. I would suggest a little common sense will go a long way, and this bill provides it.
