Finally, Mr. Chairman, the report further says that ``Construction of the first stage of the project may proceed without adversely affecting any other water users on the San Juan system.'' Again, I would ask if I am correct in understanding that this simply states an opinion based upon information available to the committee and is not intended to foreclose the ability of any holders of water rights on the San Juan River or its tributaries to raise any issues about the project's effects on their rights?
