Reclaiming my time, the gentleman will recognize that State, local, and tribal governments will be able to enforce their own dust regulations according to local conditions. So I understand where you're coming from. I would just oppose this amendment. I believe that we need to get on to the underlying bill and adopt the underlying bill so that we can move forward, creating jobs, making sure that we're not killing jobs, and do what's right for this country when it comes to our economy.
