Thank you, Mr. Welch, for allowing me to sponsor this amendment with you. Energy savings performance contracts present a great opportunity for this government to do two of our highest priorities: number one, create jobs and, number two, reduce spending. It's an opportunity that we can all work together, something that has bipartisan support to make sure that we're doing the right thing when it comes to making our government buildings more efficient, and do it in a way that actually creates private sector jobs. By some estimates the Federal Government can save $20 million or more by implementing energy savings measures in Federal buildings. Again, this is a program that's been approved, it's in law, and it's something that we have seen before used in a way that can create jobs, private sector opportunity, but benefit all taxpayers by reducing spending. I thank the gentleman from Vermont for the opportunity to work with him and ask and urge the adoption of this amendment.
