To the gentleman from Pennsylvania, I would just point out that this is not a radical Republican idea. The idea behind the REINS Act is actually something that's embraced across many States in the country right now. In Colorado, we have what's called the rule review bill. When an agency, whether it's the Department of Health, whether it's the Department of Agriculture, issues a new regulation, it actually comes to the State legislature for a vote by the State legislature. The State senate and the State house get to vote up on or down on whether or not that regulation is in the best interest of the people of Colorado, if it complies with the will of the legislature and the executive branch is carrying it out in the right way. So the REINS Act that you point out is not some crazy idea. It's actually something that's in use right now to protect our economy from overreach.
