I thank the gentleman for his leadership tonight. Before he leaves the Chamber and before I yield to the gentleman from South Carolina, I think it's, again, important to talk about something that you mentioned in the very beginning of your comments. The only reason the State Department was involved is that it crossed the border. The only reason they were allowed to kill 100,000 American jobs is because it crossed the border. If the pipeline were built from Fargo, North Dakota, to Houston, Texas, would they have been involved?
