Mr. Chairman, it is my view that it is a tremendous error for Members of Congress, most of whom are not scientists, I think we have three or four scientists among our 435, to substitute our judgment for those of scientists. This is clearly an area that we know, as you referenced earlier, is of significant impact not only to the United States but to the world. My children are 11 and 14. I do not want them to be adults and live in a world where climate change is too late to impact, as the climate change action plan attempts to do on a voluntary basis before it is too late.
