I have to note that the last speaker failed to read the entire section. Article I, section 4 says: ``The times, places and manner of holding elections for Senators and Representatives, shall be prescribed in each State by the legislature thereof;'' as was mentioned. And it then goes on to say, ``but the Congress may at any time by law make or alter such regulations. . . . `' And that is what we are doing here. Why? Because we have seen in States throughout the country efforts to prevent people from voting in Federal elections. And so a voter in one State is treated differently than in another State, and that is what we are going to change with H.R. 1.
