This just goes to show how lucky we are that someone with the background of Congresswoman Spanberger has been elected to the House. With her background in the CIA, we gain a special expertise on issues of national security. You know, States don't have a CIA, they don't have an NSA, and if foreign actors are attacking us, they are not in a position to find that out. I think that the gentlewoman from Virginia understands the workings of our national security agencies and the importance of giving them metrics on what to do and with whom so that we are completely safe. Mr. Chair, I am so delighted that she has offered this very smart amendment, and I look forward to approving it, and I thank her so much for the wisdom that she brings to the House.
