As another freshman who has not yet spoken to the chairman of the Committee on Rules, I would like to note that I served in county government. The gentleman from California [Mr. Bilbray] and I were both on boards of supervisors, and I balanced 14 budgets. One of the things we would never have done in my former job in local government was to leave town until the job was done.
