Mr. Speaker, I think the comments the gentleman has made show what a difference a Member of Congress can make in the lives of his or her constituents. One of the things I will say as Sam leaves is that we have joint swearing-in sessions around the Fourth of July. Sam was born on the Fourth of July. Some of the most memorable moments I have are in Gilroy, with hundreds of people wanting to become American citizens. The remarkable thing about our country is that we have 200 people walk in from 150 countries, and they walk out the citizens of just one country. Sam has been a leader in immigration, the environment, and so many things, and we honor him and respect him for his service to our country.
