I understand, but the concern that has been expressed to me by a number of people who have read this, probably lawyers who spent more time on constitutional cases than I have, is that the concern is that this, as a part of the bill, would undercut the disclosure requirements that are established within it, and that is the reason we cannot come to an agreement.
