I thank the gentleman for yielding. I would just like to thank him for his amendment. It prevents this bill from becoming like the CFAA, which treats noncriminal activity as something wrong. This and the Katko-Lofgren amendment that preceded it narrow the bill, and both deserve support. I thank the gentleman for yielding and his amendment.
