I want to say what a smart amendment this is, and I am so grateful that the gentlewoman from Massachusetts has taken the time to put this together. We all care about our men and women in the armed services, to make sure they are treated fairly. But over the years we have been here, none of us came up with this amendment before this evening. I really thank the gentlewoman. Great kudos to her. We are lucky that she is a Member of our House of Representatives. Like the ranking member, I will be happy to vote ``aye'' on this amendment. I think it is very important, and I am grateful to the gentlewoman for offering it.
