I would note that it was Justice Kavanaugh, in the Bluman v. Federal Election Commission case, who wrote the opinion that ``it is fundamental to the definition of our national political community that foreign citizens do not have a constitutional right to participate in, and thus may be excluded from, activities of democratic self-government.'' The idea that we are going to infringe on foreign governments' rights to participate is simply not legally supported. Mr. Chair, I yield 1 minute to the gentlewoman from California (Mrs. Davis), a valued member of our committee.
