I must say this is a crime bill that the House has proposed that has a number of different proposals in it, much different in many ways from the version of the other body. I would say it is a great improvement of what the other body has done. Though I have some concerns about some of the programs, let me mention some of the things that I think will help us fight crime. First of all, let me refer to those programs that are preventative in nature. When you take a look at the close to $7 billion that we will be spending to prevent criminal activity, when you take a look at those programs that are geared to prevent children from becoming at-risk youth or from becoming juvenile offenders and then adult offenders, I think you find that this crime bill tries to go in the right direction. We are trying to prevent crime, not only take care of those who have committed crime.
