“Mr. Speaker, there is no doubt that we should be doing something and doing it quickly for our farmers in America, because they are in distress. At times of economic prosperity, we go to some of our agriculture regions in this country, and we find that farmers are having to close down their shop, and there are fewer and fewer farmers independently farming in this country, and that has to stop. But this bill, unfortunately, is very troubling for someone like me who comes from California, where right now, with a State prospering so much, and you find unemployment rates have plummeted in a State that for the longest time was suffering higher unemployment rates than the rest of the Nation, right now, while we are doing well in California, if you walk into the agricultural regions of California, you will find unemployment rates above 10 percent, up to 15 to 20 percent in some of our rural areas where there are farm workers desperate to work.”
