Mr. Becerra deserves particular praise because this may be the only discussion we have an opportunity to have about priorities under the way this bill is going to be brought to the floor, and I want to speak for just a few minutes about what is wrong with that and how that cuts off a real debate about where the public's money ought to go and what the Federal Government's priorities ought to be. Myself and Mr. Scott and Mr. Sanders and Mr. Becerra may have different priorities as to how this bill ought to come down. Frankly, I think it is an urgent priority to cut the size of the Federal budget and to make this government leaner and smaller and more efficient.
