“Mr. Chairman, let me first begin by saying that for anyone who has lost a member of the family as a result of some crime or has at the hands of someone committing criminal activity suffered harm or injury, let us all say that we are in grief for that individual and that we should express grave concern and take action to ensure that those types of criminal activities do not occur and that people are not hurt or injured. There is nothing wrong with trying to use our law enforcement capacity, whether at a Federal, State or local level, to try to ensure that our citizens are able to live in safety and in harmony. But this amendment takes a step beyond that, and it does not just talk about making sure we have proper, safeguarded law enforcement activity. It actually breaks the ground of what we have had in this entire country of jurisdictional responsibility for law enforcement in the hands of our various law enforcement authorities.”
