“Seventy-five percent; the 10 percent of richest Americans in this country will receive 75 percent of the tax cuts in the capital gains proposal in the Contract with America, and you can take a look. If you happen to earn somewhere between $30,000 and $40,000, every American family that has income of about $30,000 to $40,000 stands to get about 22 percent of those capital gains cuts. That is sharing the wealth under the Contract on America.”
