I think this is a 1- year effort to surround this funding for purposes of Member investment in computerization, telecommunications, simply because I do not think the CAO has spent his money wisely. But I agree with the gentleman and with the chairman of the Committee on House Oversight that, as a general rule, we ought to give complete license to the Members.
