My concern is not so much with the Department of Veterans Affairs as it is with the Congress. Do we have to take action within the next year and 3 months in order to bring about the immediate appropriation of that fund, and if we do not, at the end of that year and 3 months, would it automatically be spent out, in effect, if no action is taken by the Congress?
