I look at the Republican proposal tonight and I see that the deficit goes up next year, not like the Blue Dog Democratic alternative which they refuse to consider. This reverses for the first time a 4-year downward trend of deficit spending, the first time we have had that since the Truman administration. This begins more deficits in order, of course, ultimately to do better. I think we have all been through that before. The gentleman from Pennsylvania talks about real people. Let me tell my colleagues about some of the real people who are really hurt in this budget. The Republican budget is going to increase taxes on millions of working families earning less than $28,000 a year. Their tax credit does not go to 33 percent of all the children in this country. Why? Because it is not a refundable tax credit. That means their parents do not pay enough taxes to benefit. Who are the real people? They are seniors who earn between $7,700 and $9,000 a year, who are going to pay $500 more because their Medicare premium part B will not be paid for by Medicare. Those are the real people who are hurt in this budget.
