Impact Aid is a program that is over 50 years old, yet for the last 30 years Congress has failed to fund the program fully. This program is designed to offset the losses school districts suffer in property taxes when Federal lands reduce their tax rolls but provide many children to be educated. This funding is critical to balance the local school district income so that the educational programs for all the students of the affected district is not diminished. The issue... is one of fairness. The level at which Impact Aid is currently funded does not begin to offset the costs for educating a child. Generations of military families have been based in San Diego and Coronado in my district, and developments of federally-owned housing are home to children throughout the area. We are very proud of the opportunity to serve the children of our military forces. Congress should be equally proud of providing the full funding that it promised half a century ago.
