I rise in strong condemnation of the atrocious behavior of a few, who have denigrated the values of all our armed forces. I salute the overwhelming majority of Americans who have treated prisoners with respect; their actions have gone unheralded. Sadly, this dreadful behavior has cast a cloak of mistrust on all our brave men and women and could result in more lives being lost. Mr. Speaker, we can't ignore the role that contractors and other government agencies have played and their complicity in these crimes. Their actions, as well as our policies, contributed to a terrible atmosphere. That's why I am disappointed this body failed to add a clause regarding U.S. civilian contractors personnel and other U.S. civilians. We must shed light on their role and hold everyone accountable. The Attorney General and Secretary Rumsfeld should publicly commit to cooperate to apply swift and firm justice.
