Mr. Chairman, it has been a pleasure for me to join with the gentleman from Illinois (Mr. Kirk) and our colleagues on both sides of the aisle on this issue. As a school board member in San Diego from 1983 to 1992, I felt like we were always going to lobby on behalf of these students. We always had to make a case for these students. It does not seem right that we had to make a case for the children of the families who were fighting for this Nation's security. Mr. Chairman, I am very pleased that we are working together on this today, and I certainly hope all of my colleagues will join us on a strong ``aye'' vote.
