What is important? What was Secretary Carter talking about? Predictability. Not just for our folks at the Pentagon to be able to make sure the men and women of this country are provided with everything that they need, but we also need to be sure that those who work with our country--we have a very strong contractual relationship with the public-private sector in this country, and we need to provide prediction for them as well.
