“In my opinion, it does not say anyplace that any taxpayers' money can be used, whether it is trust fund money or whether it is general revenues, either. All it says is that the Commissioner shall not be prohibited 'from requesting employees of the Social Security Administration or the Department of Health and Human Services to represent other employees on task forces to improve customer service, promote health and safety of agency employees and customers, or streamline or otherwise provide smooth functioning of such Administration or Department.'”
