Mr. Chair, I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 2, insert after line 6 the following (and redesignate provisions accordingly): (c) Agency Procedures.--Not later than 1 year and 30 days after the date of enactment of this Act, each Federal agency that is required to make a determination under subsection (b)(2), shall by rule establish procedures for making such a determination. The CHAIR. Pursuant to House Resolution 398, the gentlewoman from California (Ms. Jacobs) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from California.
