Under your scenario of piecemeal, the campaign reform would be piecemeal and lobbying reform would be piecemeal, but as you know, under each of those tents there is a tremendous amount of technical law that has to be developed. My point of it is that you are not going to get campaign reform. You may get technical adjustments along the way; for example, the issue you brought up about requiring people who contribute, PAC's who annually have to go through the process of committing that, that is I think a technical adjustment. That is not campaign reform. Campaign reform is really the whole comprehensive effort of trying to control how money comes in and how it is spent. I do not think we will do that unless we put limits on what people can do. Otherwise it is just a feeding frenzy of getting money from wherever you can get it and trying to influence the outcome.
