Mr. Chair, in closing, to say that the law says that those who are in violation of law--I mean, how many golden eagles do you have to kill and tell the law enforcement you can't do anything about it? This isn't about accidental death. This is people violating the law with an intent. You have to have an intent to do wrong. I think this is a reckless amendment. I hope we defeat it.
