The Republicans have been very big on deficit reduction and very much against earmarks. And now, with this amendment you're proposing it seems to fly in the face of the policy of your own party that you want to take out of the Treasury $11 billion that could be applied to deficit reduction and give it to the Gulf States, which already have $150 billion over the next--in revenue coming to you, earmarked for you. That is far more than California or other States.
